Trisha Fanning is the President and owner of Ardor Environmental LLC. Ms. Fanning has over
twenty one years regulatory compliance experience managing numerous projects throughout the United States. Trisha is responsible for oversight of company operations; management of project team members and provides technical regulatory expertise for water (CWA, NPDES, SPCC, SWPPP, BWQ), waste (RCRA, CERCLA, TSCA , SARA/TRI reporting), and air regulations (CAA MACT, NSPS, NESHAP standards) for oil and gas, ethanol, pharmaceutical, and chemical/petrochemical facilities.
Ms. Fanning has substantial Colorado Oil and Gas Conservation Commission (COGCC) compliance expertise. She has conducted several comprehensive compliance audits under the COGCC’s new penalty framework and has worked to develop robust compliance programs for multiple operators to mitigate significant penalties. Trisha also represents oil and gas clients in stakeholder meetings, commission hearings, enforcement and litigation proceedings. Trisha has established a stellar reputation with the Commissioners and COGCC technical staff as one of the few credible technical consultants that really knows the COGCC rules and regulations. Trisha uses this expertise, knowledge, and credibility with the COGCC and its staff to benefit her clients through an everchanging regulatory environment.
Additionally, she conducts transactional due diligence for acquisition and divestiture projects throughout the United States; along with expertise in supporting the development of regulatory applicability programs and compliance database systems. Trisha provides mentorship and professional development to her staff to proactively manage client relationships; evaluate leads and potential projects that are best suited for company expertise and assist in proposal preparation, technical writing, and marketing, along with representing the company at technical conferences, networking events, and professional associations.
Ms. Fanning is co-founder of Small Operator Society which was created to represent privately owned oil and gas companies during the rulemakings associated to Colorado Senate Bill 19-181 passed in April 2019. Ms. Fanning currently is representing and handling the regulatory affairs for over 50 operators during the COGCC rulemakings.
Ms. Fanning is the past President of Rocky Mountain Association of Environmental Professionals (RMAEP) and has held a board position for over six years. She is currently on the board of advisors for Western Energy Alliance (WEA), an active member of Denver Petroleum Club (DPC). Furthermore, Trisha has been an on-going volunteer for Junior Achievement (JA) supporting the Colorado for Responsible Energy Development (CRED) JA in a day education of 4th graders and the Youth Professionals Group. Jessica Donahue is a permitting and compliance specialist with fifteen years of regulatory compliance experience in the Rocky Mountain region. She is esponsible for planning and permitting oil and gas locations; developing and updating operational plans to comply with the most current regulations, such as mechanical integrity testing and flowline integrity management; and overseeing and developing environmental compliance programs along with SPCC plans and permits for Stormwater and conducting Baseline Water Quality surveys/sampling. She has substantial experience with the Colorado Parks and Wildlife, Colorado Oil and Gas Conservation Commission, Wyoming Oil and Gas Conservation Commission, and the Bureau of Land Management. She has permitted multiple projects with local, state, and federal agencies. She has managed several NEPA projects through to approval. She uses creative techniques to balance operators’ needs and agencies’ requests, which has earned her a positive relationship with regulatory agencies.
She has partnered with the Denver Botanic Gardens to evaluate and study federally endangered plant species on the Western Slope of Colorado. Additionally, Ms. Donahue is an FAA-licensed Unmanned Aerial Vehicle pilot and uses this technology to assist operators in evaluating locations for regulatory compliance.
